Network Operations Engineer: Inveneo needs someone to set up network operations centers to monitor and support telecommunications networks in the rural and developing world. This is a unique opportunity for a person with relevant experience to shape how Inveneo supports its networks, and play a role in defining a replicable framework for supporting networks in diverse locations such as Haiti, Kenya, Rwanda, and more. Relevant experience includes at least five years as a network engineer, software development, script languages, Linux administration, and so on. Desired but not required: experience traveling and working in a developing country setting, as well as proficiency in Spanish and/or French. Country Coordinator: IREX is seeking a Country Coordinator for an ICT project in Turkmenistan. The Country Coordinator will establish close-working professional relationships with local institutions to reform their practices through the introduction of ICTs into various teaching and learning processes. At least five years of related experience is necessary, along with a strong knowledge of Turkmen and Russian languages and the ability to understand written English. Media Crowdsourcing Project Manager: Internews needs an adventurous, multi-talented individual to implement an exciting new journalism and crowd sourcing program in Niger. This small but ambitious program focuses on the extractive industries sector in Niger. It seeks to improve the capacity of selected civil society and media organizations to promote citizen participation in the drafting, approval and oversight of the implementation of laws and regulations governing natural resources management. The ideal candidate will be highly skilled in both traditional and social media journalism, fluent in French and English, and will act as a trainer, an innovator, and a mentor. Must also have experience in challenging developing country settings, especial sub-Saharan Africa. The position is based in Niamey, Niger. More information here.

Research Fellow: The United Nations University International Institute for Software Technology (UNU-IIST) needs a Research Fellow to design and coordinate research, teaching, capacity building, and policy support activities in ICT4D in Macau. The person in this position will not only build upon the Institute’s existing ICT programs, but also will establish multidisciplinary collaborative research with other programs and strengthen the Institute’s fieldwork in ICT4D. The position requires a PhD in ICT or a related field and a minimum of five years of relevant experience. Application deadline is April 27. See here for more information.

ICT Senior Technical Officer: The Carter Center seeks a highly-qualified, motivated, and energetic consultant with extensive experience in developing and administering training materials to serve as ICT Technical Officer in the Democratic Republic of Congo to aid in conducting a series of trainings and providing ongoing technical support to CSOs. The person in this position should have at least five years of program related experience, be fluent in English and have at least a proficient knowledge of professional French, and preferably previous experience in the DRC or other post-conflict areas. The position is based in Kinshasa and requires travel to the provinces, but the position description also outlines four separate trips to Kinshasa for carrying out job responsibilities. A bit confusing – read the post from the Idealist here and see if you can make sense of it. Either way it sounds challenging, exciting, and maybe even dangerous – check it out!

Mobile Health Fellowship to Advance Health System Transformation in the Global South: The Public Health Institute (PHI) has an opportunity for its Center for Innovation and Technology in Public Health to work with Atlas Corps to host a fellow from one of the following countries: Bangladesh, Vietnam, Ghana, or Rwanda, to work on mHealth and eHealth activities. The fellow should have experience in policy research, technical development, or program management, and will assist PHI staff with research and writing of position papers on mobile health, including literature reviews of studies that have been conducted on the design, implementation, and evaluation of mobile technology in health, as well as on potential opportunities and recommended actions to use mobile technologies to strengthen national health system capacity in addressing various components of health. The fellowship begins in September 2012 and lasts for a period of 12 months and is based in Oakland, CA. Application deadline is April 15. Neither Atlas Corps nor PHI’s websites were very helpful in providing information about this opportunity, but you can read more about it here and then apply directly through Atlas Corps.
